is the old testament idea of god really a monotheistic one?

Genesis 1: 26

New American Standard Bible (©1995)

Then God said, "Let Us make man in Our image, according to Our likeness; and let them rule over the fish of the sea and over the birds of the sky and over the cattle and over all the earth, and over every creeping thing that creeps on the earth."

" Let us make man in OUR image, according to OUR likeness;"

Who is God talking about when he say our image?  Who is he talking to?

From this verse it seems to imply that there is more than one god.  So is the jewish religion based on a henotheistic idea?  Believing in one god but not disproving the existance of other gods?

This translation, as you can see, is from the new american standard bible, but its the same in every other translation as well.

this was brought to my attention from viewing a Jordan Maxwell speech on the bible and religion.  it sparked my curiosity on the subject and now i want to see what other people think about it.
