He also ordered the Air Force to drop medical and humanitarian aid to the people. His hope was to show the Afghan people that we are a caring nation. We wanted them to know we were friend to help them from being oppressed. Phase Two: Assault with the CIA making contacts with local leaders for their support on the ground attack that was imminent, Special Forces conducting covert operations in a hostile country and immediately begin Air Strikes. Phase Three: Carry out decisive operations. Phase 4: Establish Indefinite Stabilization Force. Protect foreign journalist, diplomats and aid workers in your country. Close immediately and permanently every terrorist training camp in Afghanistan. Give the United States full access to verify the training camps are closed. These options are not open to negotiation or discussion. The Taliban must act, and act immediately. They will hand over the terrorist or share their fate.As General Tommy Franks received his orders at CENTCOM he assembled his staff to prepare for war against an unconventional army. He mobilized his Ready Deployment Units to prepare for Unconventional War. CENTCOM now has been given the job of killing or capturing Osama Bin Laden, AL Oueda its operatives and Taliban Combatants.In a story from the New York Times Reporter, Mary Anne Weaver Indeed by December 2001 the final battle was over. Osama Bin Laden was not there. At one point they thought they were close but in a statement later by then CENTCOM COMMANDER Tommy Franks they had no idea where Bin Laden was. On or about December 16th, 2001 according to military experts Bin Laden escaped into Pakistan. As the State Department worked directly with Pakistan and there full support of our war on terrorism. Bin Laden has never been reported leaving Pakistan.
