Order of Government

The function of government is to rule a nation of people and supply order for said people. There are agreements made between the governed and the government, and these reconciliations allow for order. There are a few who rule the many, sometimes justly or unjustly, and sometimes to serve their interests or the interests of the collective nation. This is a truth because only the brightest and most capable should rule, and the population that meets these standards are a natural minority. The only true judge of freedom for a nation is the ability of a laymen to rise from lower rungs and become part of the ruling minority. This could not and should not be changed. These are the basic requirements for a well functioning society.
