WASHINGTON -- Senate Republicans blocked legislation Wednesday that would have established a $1 billion jobs program putting veterans back to work tending to the country's federal lands and bolstering local police and fire departments.

Republicans said the spending authorized in the bill violated limits that Congress agreed to last year. Democrats fell two votes shy of the 60-vote majority needed to waive the objection, forcing the legislation back to committee.

Supporters loosely modeled their proposal after the President Franklin Delano Roosevelt's Civilian Conservation Corps used during the Great Depression to put people to work planting trees, building parks and constructing dams. They said the latest monthly jobs report, showing a nearly 11 percent unemployment rate for veterans of Iraq and Afghanistan, merited action from Congress.

Democratic lawmakers turned to the legislation shortly before they'll adjourn for the finals weeks of this year's election campaigns. The bill had little chance of passing the House this Congress, but it still allowed senators to appeal to a key voting bloc.

"(With) a need so great as unemployed veterans, this is not the time to draw a technical line on the budget," said Democratic Sen. Bill Nelson of Florida, the bill's lead sponsor, who faces a competitive re-election battle.

Republicans said the effort to help veterans was noble, but the bill was flawed nevertheless.

Sen. Tom Coburn of Oklahoma said the federal government already has six job-training programs for veterans and there is no way to know how well they are working. He argued that making progress on the country's debt was the best way to help veterans in the long-term.

"We ought to do nothing now that makes the problem worse for our kids and grandkids," Coburn said.

Democratic officials did not have an estimate for how many veterans would be hired as a result of the legislation. Sen. Patty Murray, D-Wash., said much would depend upon the number of applicants. She noted that more than 720,000 veterans are unemployed across the nation, including 220,000 veterans who have served since the Sept. 11, 2001, terrorist attacks. She said putting veterans back to work was the cost of war.

"Instead of meeting us halfway, we have been met with resistance. Instead of saying yes to the nearly 1 million unemployed veterans, it seems some on the other side have spent the last week and a half seeking any way to say no," Murray said.

The advocacy group Iraq and Afghanistan Veterans of America denounced the vote.

"This bill was smart bipartisan policy that would put veterans back into service for their communities as policemen, firefighters and first responders," the group's founder and chief executive, Paul Rieckhoff, said in statement. "The result of today's vote creates tremendous doubt that this Congress will be able to pass any additional veterans legislation in 2012. Iraq and Afghanistan veterans should not have to wait until 2013 for critical support from Congress."

A handful of Republicans joined with Democrats in voting to waive the objection to the bill: Sen. Scott Brown of Massachusetts, Dean Heller of Nevada, Lisa Murkowski of Alaska and Maine's Susan Collins and Olympia Snowe. Brown and Heller are also in tough re-election contests.

Heller said he was proud to support the bill.

"After everything our veterans have done for us, the least we can do is make sure they are afforded every opportunity to thrive here at home," Heller said.

The Veteransâ Jobs Bill was based on politics and not on a real solution to helping veterans get jobs. The Democratsâ use of âveteranâ in the bill indicates a focus on trying to help unemployed veterans. According to Senator Coburn, there are a total of six job programs already available to veterans. The bill focused on increasing the size of government and adding to the debt, which the Dems knew it would not be supported by the smaller government and fiscally conservative Republicans. The Democrats knew that bill would not have passed the House but decided to push ahead with it in the Senate. This was done as an opportunity to label Republicans as disinterested in helping unemployed veterans. It was revenue neutral by mutual agreement. And 40 Republican, all but one or two ever served a day in uniform much less experience multiple combat tours. While these young men and women went to war, these Republicans' sons and daughters went off to the malls and to good jobs and to good universities and colleges.

These are the same ones, that blocked every plan ,including their own, to help the country recover, so that now they can say the president plans do not work, and we should do the same model that led us to this place in the first place.
It is time to drop the dogma on both sides, and get pragmatic to save our country and its Citizens.

Even the VFW has concerns about this bill. Why you ask? Read the last line,the current funding for veteran benefits looks to be 10 billion short. As I said previously the Feds can't manage anything and throwing more money at new programs that already exist is foolish to me.

Basically, leaving the care of vets to profit motivated private industry is throwing vets to the wolves. We need the federal government to take care of this. However, I do agree that the VA is mismanaged and should probably receive some oversight from people who actually do know how to run businesses for profit. Do we really need more laws on the books or do we need an investigation/audit to determine where all the money is going? There are ALREADY 720,000 unemployed vets right now. Had they come up with this plan in 2002 then we might not be in the situation we're in now. 

Additionally, what is described by Sen. Murray already happens while we're in TAP/TAMPS: learning how to use O*Net to find the civilian job cross-over to our military job. We already did have to participate in TAP, so what's the effect of this? 

"The bill would modify federal hiring practices to encourage the hiring of departing service members and would allow service members to begin the federal employment hiring process before their separation from the military."

When I was hired for my current federal job in 2008 I received a 5 point veteran's preference in hiring then. I was also told in 2007 when I did TAP/TAMPS that I was eligible to start the hiring process with the feds before I actually EASed. So, what's new?

I have to agree that this particular law is pretty bogus. However, I do like what the Veterans Job Corps Act has to offer: another program for jobs & helps the Park Service diminish their debt/undertake $11bn in deferred maintenance to public lands which they are obligated to do. I'm with you, though ~ at least in a way ~ that there needs to be much better oversight into how these funds are managed and accounted for.Permalink  | Share itMetalinc1 Fans06:03 AM on 09/22/2012I agree it is pretty shady considering all the cash given to our enemies. I do think Title 38 covers everything. It just needs to be properly managed and funded. Which we all know the Federal Government cannot do no matter the party in office! I am a Marine that has been inactive for 12 years but am ready to go at a moments notice. Let the veterans returning manage Title 38 and we will take care of our brothers. Both sides need to stop using us as a political pawns. All we want or have ever wanted is a fair shot!

NOW they votes against a lousy one billion dollar jobs bill to help our vets in the name of "fiscal austerity"? Where was your so called " fiscal austerity when it came to helping oil companies"? 
One billion for vets is too costly, but 40 billion over ten years to big oil is OK? Big oil does not need the money, they're making record profits. It kills me to see what you describe when my brother & sister vets just need a hand getting back in the saddle. The Veterans Job Corps Act would not just put vets to work, it'd help the National Park Service clear a backlog of $11bn in deferred maintenance. They're obligated to get that done so why not kill 2 birds with one stone? I'm the first to agree that the VA needs better oversight and management ~ which I believe will see our tax $'s reach their intended goal of helping vets ~ but it's inconceivable that we should throw the baby out with the bath water (i.e. diminish needed funding to the VA) because of it. I've been reading comments here that suggest that. I made money on my taxes, especially on the year I went to Iraq. How service members can bring themselves to support Republicans like Romney ~ just because, as you say, he pays lip service to vets and talks a lot about socially conservative opinions he'd like to make into laws ~ is jaw-droppingly astounding. They are human beings who agreed to serve, who agreed to risk their lives, whose families miss them every day when they are deployed and worry that they will never return. The Republicans needed to follow the lead of their colleagues Senators Snowe, Murkowski, Heller, Brown, and Collins and AT LEAST work to compromise to pass this bill.

Feel free to call me biased. I am the daughter of a war vet, have two stepbrothers who are also war vets, and have another brother and three nephews currently serving (two of these are in Afghanistan), and that doesn't count my former students who are serving as well. My family is lucky in that none of the vets among us are unemployed.
