There is a competition to see what the best law enforcement agency in America is. A group gathers members from the FBI, CIA, and the LAPD outside of a forest. They release a rabbit into the forest and say "I want each of you to use your agency's tactics to find the rabbit."
So the FBI goes first. They search for a few hours before they finally bomb the forest and assume that the bombs killed the rabbit. The CIA goes next, they search for a few hours and publish a paper about how there is actually no such thing as rabbits. Finally, the LAPD go in. Twenty minutes later they come out with a beaten and bruised black bear thats screaming "Ok! Ok! Im a rabbit!"
