Some Explanation Required

What the hell is happening here? Why is there a large black man passed out on the ground in Starbucks wearing a twelve year old white girls clothes? I have no idea, but nobody in the picture seems terribly concerned to find out. Maybe its a public performing art piece about diabetes or something.
