Give me a break, like the cop really wanted the dog to die. It takes awhile to write a speeding ticket. i doubt he would want to kill the dog, and no one should be driving at a 100mph in order to save a live of a dog, phone the vet and they'll try to help you, help a choking dog.

Being electracuted, means electricity went through your body "killing you". If someones "shocked" that means they lived. So if the titles accurate he's worm food now.
