State Paying For Killer's Surgery

Seven years ago a man kills a woman in front of her child, then turns the gun on himself in a suicide attempt. However, he didn't die, and now his face looks like chewed bubblegum. But now the state is going to pick up the bill to pay for his surgery, which in the end, costs taxpayers. WTF?
