A South Bend city police officer was suspended for punching a handcuffed man inside the county jail. The video was taken from security cameras in the vestibule area of the St. Joseph County Jail and shows an altercation between Cpl. Theodore Robert and Germaine Harris, who is waiting to be taken into the jail after he allegedly assaulted Robert.
