What is happening here is a case of either bad duct design, or dirty/clogged return air paths. Basically the grille in the bathroom is probably too small for the amount of air that is trying to get up into the ceiling. This looks like a return air plenum. All that means is that the return air for the whole building goes up into the ceiling space
