Is black-face racist?

Why is it considered inappropriate for a second grade student to honor MLK by dressing up as him (including face paint):

for a school project?

But a black comedian can disparage people for "being white" (0:46) :

while wearing face paint and people don't even raise an eyebrow.

The child was wearing a costume of a person, while the 'comedian' knowingly targeted a group of people.  There is no justification for this example of blatant racism and inequality.  True equality is something most intelligent people can and will support, but knowingly targeting a group of people and doing the EXACT SAME THING that you find insensitive if others do is ignorant and disheartening.
