Being in the Navy does not seem like any fun at all. It’s rigorous, organized, and brutal. The best case scenario is you’re on a ship for a long time and nothing happens, the worst case scenario is you’re on a ship for a long time and get blown up. It’s a tough job, with little room for goofing off, and we respect it.

But it seems like when there is space to have fun, the Naval forces make good use of it. Apparently, when reenlisting in the Navy, the person being sworn in can make a lot of weird requests for the ceremony, and if they’re approved, they happen. So there’s a tradition to do some weird and fun stuff with it.
