Jay Vaughn was fatally shot on December 5, 2014 by LAPD in Hollywood. Jay is a character on the Hollywood strip and was gunned down for being presumed dangerous in his "Scream" costume. His cousin was a witness and wanted us to know the truth of what really happened.
