What the actual f- is going on in Los Angeles?

This dude dressed head to toe in a ghillie suit crashes his Toyota Corolla into a fire hydrant - causing a massive geyser - and sprints frantically from the scene of the accident holding an old laptop. It's not exactly clear what is going on here, and somehow I don't think there is a logical explanation to be found.

The presence of a helicopter indicates that this might be the tail end of a police chase, but while a ghillie suit might help you evade detection in the Amazon Rain Forest, it seems like a less than ideal strategy in the asphalt dominated greater Los Angeles area.
