A General Atomics TRIGA fission reactor is 'pulsed' into a runaway reaction (which causes a melt down) and immediately scrammed due to the reactor design. Better hope the test works! The blue light is Cherenkov radiation from the reactor as the reaction is scrammed, not special effects.
